Legal structure
Four layers must hold together.
A law on the books is necessary but not sufficient. The useful unit of analysis is the complete pathway from lawful detection to a defensible outcome.
01International basis
UNCLOS Articles 100–107 establish the piracy framework; SUA instruments address unlawful acts against navigation; drug and organised-crime conventions support wider offences and cooperation.
Primary framework ↗02Regional cooperation
DCoC/JA, IOC/RMSA, CGIMA, SHADE and operational partners connect awareness, requests, transfers and capacity support without displacing national jurisdiction.
Primary framework ↗03National authority
Domestic offences, jurisdiction, arrest powers, procedure, evidence, disclosure, fair-trial protections, forfeiture and mutual assistance determine whether a case can proceed.
Primary framework ↗04Operational legal finish
Boarding authority, scene preservation, chain of custody, suspect treatment, transfer, witnesses, prosecution, judgment and sentence arrangements must survive every hand-off.
