Core information

The region’s security picture and response.

Review current maritime-security developments, regional responsibilities, legal outcomes and the authoritative institutional record.

Priority follow-up

Immediate issues requiring regional coordination.

Nineteen unresolved matters require authoritative clarification, member consultation or an agreed implementation decision.

01Confirmed vessel loss and welfare update

Coordinate the MSV QUBA wreck and follow-up

UKMTO, MSCIO and NAVAREA IX reconcile the 29 October fire sighting north of Khasab as the dhow MSV QUBA MNV 2183, which sank after a maritime-security incident. UKMTO reports the crew safely evacuated; NAVAREA IX 417/26 publishes the exact wreck position 3.5 NM west of Jazirat Um Al Ghanam. Circulate the wreck warning and seek coastal-state, UKMTO, JMIC, flag-State and operator clarification on cause, crew support, pollution, cargo and salvage without merging this record with unverified tanker or mine claims.

02New regional operational advisory

Prepare for blockade-enforcement checks and delay

JMIC Advisory Note 016-26, dated 28 October, shares U.S. NAVCENT guidance for the Gulf, Strait of Hormuz, Gulf of Oman and Arabian Sea. Neutral vessels may be questioned, visited and searched, and ships should allow additional transit time, maintain a VHF Channel 16 watch, follow directions and keep signed or stamped voyage documents ready in PDF form. Circulate the official note and confirm document readiness without presenting it as a general route closure, a new attack or a new periodic threat-level change.

03Major Gulf of Aden warning

Monitor the suspected pirate-action group

MSCIO Alert 156/26 and NAVAREA IX 416/26 independently report a suspected or possible pirate-action group near 12°42′N, 47°35′E in the Gulf of Aden on 28 October. ATALANTA is investigating. Circulate the warnings, reinforce BMP-MS, registration and immediate reporting, and seek an authoritative status update without presenting the reported position as current or inferring an attack, boarding, hijacking or confirmed attribution.

04Seychelles welfare and accountability

Sustain support and lessons after the Coast Guard search closes

The Seychelles Defence Forces formally ended the active search on 22 October for two Coast Guard servicemen missing since a maritime-disposal incident on 16 September approximately 80 km northwest of Mahé. One of three personnel involved was rescued; the other two remain officially classified as missing. The police investigation and independent Board of Inquiry continue. Maintain family support, preserve the legal status and inquiry process, assess any credible new lead, and capture releasable search-and-rescue, international-assistance and operational-safety lessons without publishing personal information or inferring the cause.

05New corroborated disabling attack

Track the tanker disabled in the Strait of Hormuz

UKMTO Warning 182-26 and MSCIO Alert 154/26 match a time-late report that an outbound tanker was struck by an unknown projectile and disabled at 08:39 UTC on 23 October. The crew were reported safe. Seek vessel identity, exact position, damage, pollution, assistance and subsequent-disposition confirmation through UKMTO, MSCIO, JMIC, IMO, Oman, the flag State and operator without inferring attribution or a route closure.

06Direct attack on maritime-security infrastructure

Assess the Aden Coast Guard strikes

Yemen's Interior Ministry reports that three ballistic missiles targeted two Coast Guard facilities in Aden on the afternoon of 24 October: two struck the headquarters and a third targeted the Al-Tawahi building. Reuters separately records the opposing side's claim of a naval-base strike. Seek casualty, damage, service-continuity and navigational-impact confirmation through Yemen, MSCIO, UKMTO, JMIC and ATALANTA without inferring a port closure or capability loss.

07Authoritative identity and damage reconciliation

Reconcile LEONORA KOSAN after the Limah strike

IMO identifies LEONORA KOSAN (IMO 9390953) as damaged with no pollution 6 NM northeast of Limah. This materially closes the identity and basic damage gaps in the UKMTO 181-26 / MSCIO 153/26 / JMIC 108 record. Preserve IMO's 23 October casualty date alongside the operational sources' 22 October 17:15 UTC event time, and seek flag-State, operator, Omani and IMO clarification on the discrepancy, damage extent and subsequent disposition.

08Authoritative identity and outcome update

Reconcile SOYIA after the Al Faw strike

IMO identifies SOYIA (IMO 9263916) as the tanker struck by an unknown projectile at approximately 18:30 UTC on 20 October, about 30 NM southeast of Al Faw, Iraq, and records damage with no pollution. UKMTO Warning 180-26 and MSCIO Alert 152/26 had reported the crew safe and no damage at publication time. Seek flag, cargo, exact position, damage extent and final disposition without inferring projectile origin or attribution.

09Material status update

Reconcile AL DASMA after its second Hormuz attack

IMO and NAVAREA IX retain AL DASMA's second attack on 20 October, while UKMTO Warning 179-26 labels the incident 21 October at 01:45 UTC. UKMTO reports all crew safe, the fire extinguished and the tanker at anchor; NAVAREA IX 396/26 confirms an exact historical anchor position at 15:00 UTC and cancels the earlier drift warning. Reconcile the date and time, cause, full damage and final disposition without treating either warning coordinate as live tracking or inferring attribution.

10Coordinated operation

Capture lessons from Operation Tidal Wave

CMF reports that the six-day counter-piracy Operation Tidal Wave concluded on 20 October after bringing together 15 organisations from 10 nations in the Gulf of Aden and Indian Ocean. Kenya's Ministry of Defence independently confirms the operation and Kenya Navy participation; CMF says Seychelles aircraft and ships operated together farther east than before. CGIMA should seek a releasable after-action summary, sustain the information-sharing and patrol hand-offs, and avoid presenting the exercise as a new mandate or permanent force.

11Authoritative reconciliation

Apply JMIC Update 108 and the latest vessel statuses

JMIC Update 108, current at 13:00 UTC on 25 October, records 156 vessel incidents since 1 March and leaves the area threat levels unchanged. It reconciles Warning 181-26 as a name-withheld LPG tanker with no casualties or environmental impact and a historical anchor status off Khor Fakkan. Continue CHLOE, CAPE DAO and GHANA PROSPERITY follow-up while treating all published status positions as historical, not live tracking.

12New corroborated incident

Track JIF BARRACUDA after the Khor Fakkan strike

IMO now identifies JIF BARRACUDA (IMO 9345506) as the tug struck by two unknown projectiles northeast of Khor Fakkan on 18 October and confirms damage, no pollution and one injured seafarer. UKMTO and MSCIO reported that the vessel continued its passage. Seek exact-time, position, flag, casualty-care, complete-damage and final-disposition reconciliation; do not infer projectile origin or attribution.

13Navigation and welfare

Coordinate the GFS PRIDE wreck response

NAVAREA IX 373/26 reports GFS PRIDE sunk in the Strait of Hormuz with floating containers. IMO confirms the sinking and reports no pollution; Singapore's MPA says all 21 crew were safely evacuated with no injuries reported. JMIC Update 105 provisionally assigns the casualty to Warning 170-26, but the publicly released PDF carries a DRAFT watermark. Seek coordinated wreck, debris, salvage, flag-State and operator reporting and a clean final JMIC issue.

14Urgent welfare

Support the MT PETRO DOLPHIN search

IMO identifies PETRO DOLPHIN as IMO 1072294, dates the incident to 11 October at Sohar Anchorage and confirms that two seafarers remain missing; India reports nine of eleven Indian seafarers safe. NAVAREA IX gives a 12 October incident date and later drift position. Seek a consolidated Oman–India–flag State–operator welfare, search, damage and pollution picture; do not infer a second attack or current position from the discrepancy.

15Confirmed attack cluster

Track GFS GISELLE and the newly identified casualties

JMIC Update 105 provisionally assigns Warnings 166–170 and 172–173 to AL MAQAM, DP WORLD KAVERI, KITION M, EVER VICT, GFS PRIDE, GFS GISELLE and AL SAADIYAT. Its publicly released PDF carries a DRAFT watermark, so retain the mappings as provisional pending a clean final issue. Prioritise KITION M pollution reconciliation, EVER VICT crew and propulsion status, and the GFS PRIDE wreck and debris response.

16Confirmed attack cluster

Reconcile three additional Hormuz strikes

MSCIO Alerts 140–142 now match UKMTO Warnings 167–169: an inbound container vessel, an outbound products tanker and an outbound crude-oil tanker were each struck by unknown projectiles in the Strait on 11 October. Event times, exact positions, identities, crew outcomes, damage, pollution and final dispositions remain unpublished. Keep the three records separate and seek UKMTO–MSCIO–JMIC–IMO reconciliation without merging them with another warning or named vessel unless an authority does so.

17Immediate

Support the EL GAIA search and pollution response

Oman's Maritime Security Centre reports that EL GAIA's fire was extinguished, 23 crew were evacuated, two seafarers remain missing and the tanker is being towed to port. Seek a common search, welfare and pollution-response picture.

18Welfare

Sustain the ASANA response after four case closures

EUNAVFOR's 16 October update classifies HONOUR 25, SWARD, EUREKA and SIBU 1 as closed, confirms SWARD's crew safe and says the vessel arrived safely in Mombasa. ASANA remains open and under pirate control; IMO reported 22 seafarers captive aboard it on 2 October. Continue urgent welfare, release and liaison work for ASANA while reconciling repatriation and lessons learned from the closed cases without publishing identities.

19Urgent welfare

Coordinate the MT ON PEACE casualty response

IMO dates the MT ON PEACE incident to 5 October and confirms damage, no pollution and 12 injured. Indian and Omani statements published on 6 October report a projectile strike, fire, evacuation and treatment in Khasab. Seek a consolidated medical, consular, flag-state and vessel-disposition picture without publishing personal information.
